We trace our roots from the progressive Baguio-Benguet People‘s Coalition formed in 1986 after the fall of the Marcos dictatorship.
This coalition transformed to a group for a national anti-poverty campaign, until 1991, when it decided to be known as “Tongtongan ti Umili” (Ilokano, People’s Forum) during a Baguio Peoples Assembly which formulated the Baguio Peoples’ Agenda — outlining the people’s urgent demands amid widespread poverty and marginalization, development aggression, and rights violations.
In 1992, Tongtongan formally became an organization, an alliance that ties together the energies of various Baguio-based groups with the common principles for people’s rights and welfare, and national democracy.
Today, Tongtongan remains to be in the forefront of the movement to advance the social, political, and economic rights of the people of Baguio and beyond.

Our membership comes from a wide range of democratic sectors in Baguio. Representatives of these sectors comprise Tongtongan’s Council of Leaders. Day-to-day work is carried out by our secretariat, guided by the Executive Committee. Tongtongan is the Baguio chapter of the Cordillera Peoples Alliance, and the Bagong Alyansang Makabayan.
We conduct various campaigns and public information work on issues confronting the people of Baguio, the Cordilleras, and beyond, as part of our advocacy for people’s rights and welfare
We do intensive and extensive research, and produce case studies, issue briefs, and other documents on burning issues confronting the people; we also conduct capacity-building activities for our member organizations
In order to create a greater and lasting impact, we advocate for pro-people policymaking in Baguio and beyond, and link up with partners and allies willing to support our work and advocacy
Tongtongan’s work is guided by its strong and firm commitment for genuine social justice, human rights, a just and lasting peace, and national democracy
Tongtongan is a non-stock, non-profit organization. Our secretariat and members operate in the spirit of volunteerism.
